Appoint Red Boumghar as SpaceDAO Coordinator

The purpose of this proposal it to appoint Red as SpaceDAO Coordinator within the Directory. Red would be then responsible for coordinating contributors to SpaceDAO platform’s development. Benefiting from his support and advice for several months, we've been able to fully appreciate his expertise and fine knowledge of the players involved in space sustainability worldwide. His robust experience in space engineering and decentralized systems within international institutions such as ESA and ECB will be a precious advantage for our NGO to accomplish its mission.
